Cop slapped a female driver in EDSA
He said he only tapped the female driver's face.
The victim Rachel (not her real name), had a dash cam and it the incident was recorded through it. The footage starts with the cop, Senior Inspector Rufino Noog, who signalled Rachel to stop. Noog blocked her car and sat on her car's hood.
The slapping part was not recorded by the dash cam, probably because of its frontal perspective. Rachel said she was slapped by Noog and the latter reasoned out that she was trying to run over him.
When Noog noticed that Rachel has a dash cam, he backed off and acted like nothing happened.
“Nakita niya, parang nag-back off siya. Ang ginawa niya is parang walang nangyari eh di nilabas ko yung phone ko, pinicturan ko siya,” Rachel said.
Afterwards, Rachel sought help from another officer and told him that Noog tried to open her car door. The officer apologized to Rachel and Noog eventually changed his demeanor when two fellow cops talked with him.
“Sabi niya pasensya na, siguro dala na din ng trabaho at init. Sabi ko naiintindihan ko naman,” Rachel said.
Although she understood, Rachel did not comply to just sign an agreement stating that she had forgiven Noog. She filed a complaint at the NBI hence, Noog is now facing charges of physical injury, slander, and oral defamation.
Noog denied that he slapped Rachel and claiming that he only tapped her face as she was appearing sleepy.
